The ASEAN Regional Seminar on Transit and Transshipment, jointly organised by the Expertise France’s Export Control Programme for Dual Use Goods and the Strategic Trade Secretariat, Ministry of International Trade and Industry (MITI) was held at the Eastin Hotel Kuala Lumpur from 22 – 23 March 2017.
YB Datuk Chua Tee Yong, Deputy Minister (Trade), MITI and H.E. Mrs. Maria Castello Fernandez, Head of Delegation of the European Union to Malaysia attended and spoke at the closing ceremony on 23 March 2017 (Thursday). At the press conference, Malaysia and EU reiterated the existing close economic relationship between both parties . Bilateral trade performance over the past 3 years in 2014, 2015 and 2016 has recorded a positive trade balance of RM1.7bil, RM9.3bil and RM10.6bil respectively. Malaysia and EU under the EU Partner-2-Partner (EUP2P) programme will also continue to foster closer ties on export control capacity building programmes.
This Seminar enabled ASEAN export control officials to have in depth discussion on best practices and challenges faced in implementing strategic trade management within the context of transit and transshipment. 38 participants comprising export control officials from 8 ASEAN countries and 9 EU expert trainers exchanged information through the interactive presentations by the experts and ASEAN member states’, a site visit to Westports Malaysia as well as extensive group discussion on case studies. Among seminar outcomes were proposals to:
• strengthen inter-agency collaboration between ministries and agencies within ASEAN and the EU;
• establish lines of communication to enable more information sharing between regional partners;
• utilise existing legislation as well as propose more robust laws to regulate transit and transshipment of dual use goods and military items.
